Special Education

The Dubuque Community School District is proud to provide a comprehensive continuum of special education supports and services for eligible students, ensuring that all receive a free and appropriate public education (FAPE) in the least restrictive environment. The district is committed to develop world-class learners and citizens of character in a safe and inclusive learning community for all students.

In accordance with the Individuals with Disabilities Educational Improvement Act (IDEA, 2004) and the Iowa Administrative Rules of Special Education, the district, in partnership with Keystone AEA, carries out child find and evaluation activities in accordance with the Special Education Procedures Manual, and provides support and related services to eligible individuals as determined by Individual Education Plan (IEP) teams.

Developed in partnership with district administrators, teachers and parents, as well as staff from Keystone AEA, the district has a Special Education Service Delivery Plan in place to guide the delivery of special education supports to students:
